Fiscal Sponsor Disclosure

Introduction

Lao Arts and Culture Collective (“LACC”) operates with the support of Propel Nonprofits, a recognized 501(c)(3) nonprofit organization that serves as its fiscal sponsor. This partnership enables LACC to receive tax-deductible donations through Propel Nonprofits while ensuring compliance with nonprofit regulations. This disclosure outlines the nature of LACC’s relationship with Propel Nonprofits.

What is a Fiscal Sponsor?

A fiscal sponsor is a 501(c)(3) nonprofit organization that extends its tax-exempt status to organizations like LACC, enabling them to receive tax-deductible donations while maintaining operational independence. Fiscal sponsors provide fiduciary oversight, administrative support, and compliance monitoring to ensure proper financial stewardship and adherence to nonprofit regulations.

Role of Propel Nonprofits as LACC’s Fiscal Sponsor

Propel Nonprofits provides fiscal sponsorship under a pre-approved grant relationship model, which allows LACC to operate independently while benefiting from Propel’s nonprofit tax-exempt status. The scope of this relationship includes:

  • Tax-Deductible Donations: Propel Nonprofits receives and processes tax-deductible donations on behalf of LACC and disburses funds accordingly, ensuring compliance with IRS regulations.

  • GiveMN Page Management: Propel Nonprofits administers LACC’s GiveMN fundraising page, facilitating tax-deductible contributions through the platform.

  • Fiduciary Oversight: Propel Nonprofits ensures that funds raised under its tax-exempt umbrella are used in alignment with LACC’s stated mission and IRS guidelines.

  • Administrative and Compliance Support: While LACC retains full operational and financial control, Propel Nonprofits provides general guidance on nonprofit best practices, financial reporting requirements, and legal compliance.

Transparency and Financial Accountability

  • All funds raised by LACC through Propel Nonprofits are used exclusively for its mission and programs.

  • Propel Nonprofits deducts a predetermined administrative fee for its fiscal sponsorship services, which is disclosed in financial reports and donor communications.

  • LACC retains full responsibility for program execution, fundraising, and donor engagement, while Propel Nonprofits serves as a compliance intermediary.
